Program Lead

Program Lead

Role Summary & Purpose: The Programme Lead is accountable for end-to-end delivery of a major $5M–$10M+ multi-vendor telecom transformation programme. This role operates in a client-embedded model, leading distributed onsite/offshore delivery teams, governing complex vendor ecosystems, and presenting directly to board-level and C-suite stakeholders.

Key Responsibilities & Accountabilities

  • Programme Delivery & Governance: Own end-to-end accountable delivery of $5M–$10M+ telecom and OSS/BSS transformation programmes, operating under a strict gated programme model with clear exit criteria and Go / Conditional-Go / No-Go reviews.
  • Multi-Vendor Ecosystem Management: Directly manage 10+ external vendors (OEMs, System Integrators, and platform providers), defining clear contractual boundaries and accountability structures.
  • Executive & Client Engagement: Report into the Transformation Office and Steering Committee, presenting strategic position papers, risk escalations, and executive decision requests to C-suite and board members.
  • Subscriber Migration Oversight: Lead complex telecom subscriber migrations encompassing subscriber data, charging systems, and core network elements with zero service interruption.
  • Distributed Delivery Leadership: Lead cross-functional onsite and offshore delivery teams across multiple time zones, influencing client and vendor stakeholders without direct formal authority.

Required Experience & Qualifications

  • Telecom Transformation Experience: Proven track record leading $5M–$10M+ end-to-end telecom or OSS/BSS transformation programmes as the primary accountable delivery lead (not a workstream lead).
  • Governance & Compliance: Deep experience in gated programme governance and navigating complex data residency/privacy regulatory constraints (GDPR or local equivalents).
  • Americas Operator Market Knowledge: Direct engagement experience with Latin American or North American telco operators (e.g., Mexico, Colombia, Chile, Brazil), understanding operator culture, regulatory frameworks, and market dynamics.
  • Language Proficiency: Fully bilingual in English and Spanish, capable of leading stakeholder meetings, drafting technical documentation, and managing executive escalations in both languages.
